Use of Force

Session Overview:

Blake will discuss current issues in Use of Force as they apply to law enforcement practices and procedures.  He will discuss common issues to be aware of when conducting inspections and audits of law enforcement operations.

Blake McClelland PhD. ASU, Phoenix Assistant Police Chief (Retired)

Bio:

Blake McClelland is a Lecturer in the School of Criminology and Criminal Justice at Arizona State University.  He retired from the Phoenix Police Department in 2016 after thirty-four years of service and now teaches criminal justice classes on ASU's west campus.  During his tenure with the police department, Blake held numerous command-level positions that included Lieutenant, Commander, and Assistant Chief.  His areas of specialization at ASU include research methods, statistics, police use of force, internal affairs, and ethics.  He has also participated in research projects funded by the United States Department of Justice focusing on best practices in the areas of police use of force and training.

Dr. McClelland’s discussion of police use of force will focus on the importance of a well written departmental policy, and a sufficient level of training for officers.  He will also discuss limiting the scope of an internal inquiry and the importance of making evidence-based conclusions.
