High Risk Issues in Law Enforcement
Session Overview:
Jack will discuss current areas of high liability in law enforcement. He has over 40 years of law enforcement experience as a sworn officer and Chief. He has worked as a law enforcement consultant for the DOJ and other agencies. He is an expert witness for the defense on civil litigation regarding law enforcement operations.

Bio:
Jack Harris began his career with the Phoenix Police Department in 1972. He served honorably for over 39 years rising through the ranks from patrol officer to Police Chief. As the Police Chief, he led a department that consisted of over 3500 sworn police officers and a support staff of 1100 civilian positions with an annual budget of over half a billion dollars.
After retiring he was asked to return to become a Deputy City Manager with the title of Public Safety Manager. In this position, he continued to serve as Police Chief but took on the added responsibility of leadership of the City of Phoenix Emergency Management team as well as having direct oversight of all public safety entities in the City of Phoenix. He retired in 2011 and is currently consulting on a variety of police related issues.
During his career, Jack Harris served in a range of positions within the police department at ranks which included sergeant, lieutenant, commander, assistant police chief, police chief and public safety manager. Assignments included undercover positions in vice and narcotics, the SWAT team, motorcycle officer, basic training sergeant at the regional police academy, internal affairs and liaison to the Mayor, City Council and the City Manager.
Jack is a graduate of Phoenix College, Arizona State University, Ottawa University, the Federal Bureau of Investigations National Academy and the FBI National Executive Institute. He has received numerous awards including lifetime achievement awards from the Governor of Arizona and the Fraternal Order of Police and was recently selected to receive the Leadership award for 2012 from the Police Executive Research Forum in Washington, DC. In 2015 he was selected to receive the prestigious “Service Above Self” award from the United States Marine Corps Scholarship Foundation.
Following his retirement in 2011, Jack formed CJ Police Consulting, LLC. In that capacity, he has served as a police consultant to a number of companies on police issues. He also is a nationally recognized police expert and renders opinions, and testifies, on police topics, such as police procedures, and use of force issues. He has been recognized as a police policy and procedures expert in federal court. He has conducted numerous policy and procedures reviews for the United States Department of Justice. He has also served DOJ as an expert reviewing consent decrees for fifteen police departments throughout the United States.
