Session Overview:

Force Audit Team, Portland Police Bureau (PPB)

The Force Audit Team is a part of the Professional Standards Division of the Portland Police Bureau.  We are responsible for the collection, coding, and analysis of PPB’s use of force data on a quarterly basis.  Currently, the team audits officer use-of-force reporting and supervisory review to ensure that the reports and reviews are consistent with the requirements of the US Department of Justice Settlement Agreement (trust but verify!).  The force audit process is a continuous, long-term, engagement for the team.  In a more strategic, short-term engagement, the team recently audited the Portland Police Bureau Training Division.  The Force Audit Team is excited to present our processes, outcomes, and challenges to each of these engagements!

The Professional Standards Division is committed to developing an internal audit function for the PPB. The team has completed the Law Enforcement Inspections & Auditing Certificate (LEIAC) program. The team has completed an audit of PPB’s training division and City Purchase Cards and anticipates the execution of several audits in the coming year.

Bios:

Kate Bonn

Kate holds Bachelor of Science degrees in Psychology and Criminal Justice from Portland State University as well as a Master of Science in Criminology and Criminal Justice, also from PSU. She holds a minor degree and a graduate certificate in Law and Legal Studies and Geographic Information Systems.

Lt Craig Dobson

Lt. Craig Dobson has been with the Portland Police Bureau for twenty years. He has a Bachelor of Arts in Business from Western Oregon University. He serves as the Force Inspector for the PPB and routinely provides training on Crowd Control Tactics.

Heidi Busche Jassmond

Heidi holds a Bachelor of Science in Political Science from the University of Pittsburgh and a Master of Science in Political Science from Portland State University.  Heidi is ABD on a Ph.D. in Public Affairs and Policy at Portland State University.

Shannon Smith

Shannon has worked as an analyst in law enforcement for over 10 years. Prior to working at the Portland Police Bureau, she worked as a crime analyst for the Las Vegas Metropolitan Police Department. She holds a Bachelor of Science in Biology from Boise State University.
